OpenAI is switching ChatGPT Ads to Target CPA and Target CPC on Nov 9 and retiring Max Bid on Jan 1. Here's what to check first.

OpenAI is changing how you bid in ChatGPT Ads. Starting Monday, November 9, new campaigns default to Target CPA or Target CPC, and the old Max Bid and Max CPC options retire on January 1, 2027. Existing campaigns keep running for now, which makes it easy to ignore until it is not optional.
OpenAI emailed advertisers about the change on November 5, according to Search Engine Roundtable's report.
A Max Bid is a ceiling you set. Target CPA asks the system to find conversions near a cost you name, so the quality of the conversion signal now drives delivery. OpenAI's own guidance says overly restrictive targets or weak conversion signals can reduce delivery and leave budget unspent. For a platform that is still new to most advertisers, a tracking gap you could ignore before can quietly stall a campaign.
That depends on whether you can measure the result. The platform is moving toward automated bidding, which rewards advertisers with clean conversion tracking and punishes the rest. If your tracking is not solid on Google and Meta, fix that first. If it is, a small, capped test is a reasonable way to learn the channel before competition grows.
No. Existing Max Bid and Max CPC campaigns keep running as they are until January 1, 2027. After that they move to Target CPA or Target CPC automatically.
Target CPA is for conversion campaigns and aims for an average cost per conversion. Target CPC is for click campaigns and aims for an average cost per click.
OpenAI says overly restrictive targets can reduce delivery and leave budget unspent. Start from your recent actual cost and adjust gradually.
